To participate in the HSPDP in 2012-13, schools join the Public Debate Program (PDP) and pay annual membership dues and a league fee for workshops and tournament competitions. The annual PDP membership fee is $50. Schools also pay an annual fee for league workshops and tournaments. Annual league registration is $450 per school. The fee includes all registration costs for all students for HSPDP league workshops and tournaments. The PDP membership and league registration fees are due by December 1, 2012.

In addition to annual membership and league registration dues, there is an additional school fee for championship tournaments – the USWSDC Championship and HSPDP Championship Tournament.
